According to CEFRL (apart from being commonly used in Europe it is also valid worldwide)levels are defined in terms of “proficiency which allow learners’ progress to be measured at each stage of learning and on a life-long basis”. There is another standard for assessing foreign language proficiency: the American Council on the Teaching of Foreign Languages (ACTFL). In the end, both are used for testing and certification as well as, in language teacher training, curriculum development  in textbooks, and development of assessment standards. The ACTFL Guidelines have had an increasingly profound impact on teaching and learning foreign languages in the United States for the past 25 years.
